Implementing the direction of the People's Committee of Dien Bien province on tightening financial and budgetary discipline to improve the efficiency of management and use of the state budget, ensuring public spending for the right purposes, saving, avoiding waste and loss of resources, the People's Committee of Muong Lay town issued Document No. 739/UBND-TCKH dated April 8, 2025 requesting agencies, units, People's Committees of communes and wards to seriously implement the following contents:

Strengthening financial and budgetary management. Heads of agencies, units, Chairmen of People's Committees of communes and wards must strictly implement the provisions of the State Budget Law, closely follow the direction of the Central Government, the province and the town on budget management and operation, and at the same time prioritize budget balance for social security expenditure tasks, national defense, security, and local economic development.

Strictly manage public spending, prevent waste Agencies and units are not allowed to spend beyond the budget, strictly prohibit spending in violation of regulations. In particular, temporarily stop purchasing public assets and organizing unnecessary study tours. At the same time, continue to review and arrange regular spending tasks in a reasonable manner, prioritizing key and urgent tasks.

Strengthen inspection, examination and supervision of public finance The Town People's Committee assigned the Finance - Planning Department to coordinate with relevant agencies, People's Committees of communes and wards to organize inspection and supervision of the use of the budget and public assets, promptly detect and strictly handle violations, causing loss and waste of State budget resources.

Ensure publicity, transparency and responsibility in budget use The head of the agency or unit is fully responsible before the law and before the Chairman of the Town People's Committee for the management and use of the budget in accordance with regulations, publicity, transparency and efficiency.

With the spirit of discipline, financial and budgetary discipline being placed first, the People's Committee of Muong Lay town is determined to seriously and synchronously implement solutions to ensure resources for socio-economic development, maintain social security, build an economical and effective administrative apparatus, contributing to the completion of goals and tasks in 2025.
